The GNU Image Manipulation Program is finally availably for Windows. It is a freely distributed piece of software suitable for such tasks as photo retouching, image composition and image authoring. It is not perfect yet, but it's getting there. TML has done of excellent job of porting this App over. If you don't have the deep pockets to go out and buy photoshop you should give this program a try.
